To Whom It May Concern:

This is to certify that the bearer of this letter is hand carrying a critical and delicate component of space flight hardware (the CUBIC experiment) that will be flying aboard the Argentine Space Agency (CONAE) satellite SAC-B. It is being delivered to the prime spacecraft contractor, INVAP S.E., in San Carlos de Bariloche, Argentina, for integration and testing. The CUBIC experiment was developed at the Pennsylvania State University, Department of Astronomy and Astrophysics under a contract between Penn State and the National Aeronautics and Space Administration (NASA).

The items being hand carried are the CUBIC experiment space flight hardware, the CUBIC ground support equipment case, and ancillary items. Both large items are completely enclosed in rugged carrying cases, and are electrically unpowered; they contain no batteries, corrosives, toxins, pressure vessels, or other prohibited items. Both items contain sensitive electronic and mechanical components that are easily damaged; neither carrying case may be opened, but they may be x-rayed. Dr. Skinner has photographs and drawings of the items being transported for inspection.

The items are being hand carried from State College, PA to San Carlos de Bariloche, Argentina, by Dr. Mark A. Skinner, a Penn State University faculty member. Dr. Skinner's Penn State ID Number is 08xxxxxxx; his Pennsylvania Drivers License Number is 24-xxx-xxx; his US Passport Number is 02xxxxxx.
